Many schools have a zero tolerance policy when it comes to this sort of thing. A school board meeting would be a good place to go, though I understand why you think they'll just side with the principal. How about the local newspaper? There might be a chance a journalist would want to do a story, though I don't know if you want to subject your daughter to the press coverage. I am not familiar with the military, but I would put more trust in them than many public schools.
